Position Description
:
Under policy direction of the San Francisco Municipal Transportation Agency (SFMTA) Director of Transit, the Deputy Director of Rail Maintenance plans, organizes, directs and coordinates major activities of the Rail Maintenance unit. The Rail Maintenance unit represents various sections comprised of skilled craft personnel responsible for the service, maintenance and repair of light rail fleet comprised of more than 150 light rail vehicles including a unique fleet of 40 cable cars and 40 historic cars in addition to various ancillary equipment and support facilities. The position is responsible for leading overall vehicle and equipment maintenance, developing vehicle fleet plans to support revenue service requirements and monitoring activities related to vehicle procurement. This position directs activities to ensure compliance with local, state and federal guidelines, safety and regulatory policies including leading investigation of activities directly related to field safety and overall vehicle maintenance.

The Deputy Director of Rail Maintenance will also be responsible for implementing programs and processes to enhance all aspects of rail transit service while providing leadership and guidance to a team of skilled craft personnel and supervisors. The incumbent provides highly complex management and policy support and may be required to perform duties in absence of Director of Transit. The position is subject to 24 hour call-back during emergency situations.

Essential Duties and Responsibilities:

  • Provides direction, planning and management of the daily activities of Transit's Rail Maintenance section and coordinates the work of professional and technical personnel;
  • Oversees rail vehicle maintenance by monitoring daily fleet availability and vehicle maintenance reports for trends and coordinates with supervisory staff to ensure maintenance programs are developed and implemented to ensure vehicle availability;
  • Ensures adherence to rail safety programs and re-evaluates existing programs;
  • Assists in developing and implementing strategies for safe, accessible and reliable transit service;
  • Analyzes operations to improve productivity within various work sections;
  • Coordinates workforce planning through staffing analysis and required adjustments to work schedules and staffing levels to ensure maximum efficiency for fulfillment of vehicle service requirements and demands;
  • May be involved with the design and review of engineering plans and specifications for SFMTA light rail vehicle procurement plans and construction projects;
  • Oversees and manages the operations and maintenance of training functions including the development of new training programs;
  • Develops, implements and evaluates policies and procedures to ensure unit activities align with division objectives;
  • Assists in the development, preparation and modification of short and long-range strategic plans in support of the SFMTA's goals;
  • Interprets and applies the provisions of the labor agreements in accordance with SFMTA guidelines and serves as a member of the management team in meetings and negotiations with labor unions;
  • Develops, monitors and manages the operating budget for area of responsibility and assists in the development, analysis and administration of department's capital budget;
  • Develops detailed technical reports for various internal stakeholders and external regulatory agencies; and
  • Performs related duties as required.

Minimum Qualifications:

  1. Possession of a bachelor's degree from an accredited college or university; and
  2. At least ten (10) years of experience in transit-related operations with four (4) years of management and/or supervisory experience in successfully directing and coordinating rail vehicle fleet maintenance or vehicle engineering activities; and
  3. Possession of a valid driver's license.

Substitution: Two (2) additional years of management and/or supervisory experience as stated above can substitute for up to two (2) years of the required education.


Desirable Qualifications:

  • Knowledge of the theory, principles and practices of light rail operations and maintenance;
  • Knowledge of State and Federal regulations governing public transportation systems;
  • Knowledge of appropriate computer systems and programs to perform duties and develop quantitative analysis and preparation of detailed reports regarding maintenance activities and equipment status;
  • Knowledge and experience in budget development and management;
  • Ability to analyze problems, collect data and draw valid conclusions including ability to analyze and interpret a variety of technical data, financial data and legal documents;
  • Ability and flexibility to work in a time-sensitive operations environment to respond quickly and effectively to unanticipated events and emergencies and to provide guidance to subordinates in crisis situations;
  • Familiarity and knowledge of key concepts, practices and principles of employee and labor relations;
  • Strong leadership skills including ability to create a team-based environment; develop clear lines of responsibility and accountability; and identify issues and solve problems effectively;
  • Effective people management skills with experience in personnel development and training;
  • Strong verbal and written communications skills with ability to produce (written and statistical) reports and presentations and to present effectively to top management, legislative bodies, public agencies and the public; and
  • Strong project/program management skills and the ability to plan for near and long-term light rail and track expansion and system modifications.
