Hill International is seeking a Sr Cost Engineer in San Francisco, California

The Senior Cost Engineer will support the Program Control Mangers and Project Managers to gather, review, analyze and assist in reporting on Project costs and scope information for the overall Capital Improvement Program (CIP). In this role, there will be heavy emphasis on detailed data collection, validation, compilation and reporting through PowerPoint, Unifier and Excel, requiring a keen eye for accuracy and formatting consistency.


  • Assist with the development and maintenance of program-level budget, funding and forecast reports in Unifier, or any other required medium, using cost data provided by each Project Team.
  • Develop and manage large datasets to support ongoing analysis and population of project data management systems.
  • Program level cashflow development, tracking, review and analysis including monthly and quarterly executive reporting.
  • Monthly program and project financial reporting and quality assurance.
  • Maintain business processes in compliance with SFO policies and procedures and contract terms and conditions, including impact analysis and recommendations in response to changes.
  • Work alongside project teams to assure reporting data integrity. Perform quality assurance of individual Project reports and assist the teams in enhancing consistency and accuracy of all reporting information.
  • Perform independent and proactive analysis and troubleshooting of project and program reporting information with development of concise solution recommendations for complex problems.
  • Provide information and mentoring to team members in the areas of controls, risk management, budgeting and forecasting, driving consistency and compliance of business processes and reporting.
  • Provide support to Program Controls Managers and CIP project teams as needed to meet reporting deliverables in a timely manner.
  • Program and project cost versus schedule alignment.
  • Review Change orders and independent cost estimates.
  • Produce monthly program contingency analysis.
  • Program level reserves tracking and analysis.
  • Contribute to developing training material and conducting training presentations for the overall CIP.
  • Guide and support team members, assess individual needs and align mentoring strategies with organizational goals.
  • Stay updated on industry trends.

  • Engineering, Construction Management, Architecture (or related field) Degree and 10+ years of project or program controls experience on a major construction program.
  • Advanced skills with Unifier, PeopleSoft, Microsoft Office Excel, PowerPoint, Word, and Process Flow software such as Visio or Balsamic.
  • Thorough working knowledge of project management information systems, such as Primavera Unifier.
  • Thorough working knowledge of construction project or program controls, cost engineering, finance, accounting, and business analysis.
  • Solid experience with policies, procedures, and contract administration of construction contracts.
  • Working knowledge of Progressive Design-Build with Final GMP, Design-Bid-Build, CM/GC construction delivery methods.
  • Strong organizational skills with a proven record of an attention to detail and impeccable follow-through of open actions.
  • Strong interpersonal skills including excellent written and verbal communication.
  • Enthusiastic and collaborative individual with the ability to work under pressure in a highly dynamic environment.
  • Able to work both independently and as part of a team with flexibility to adjust to changing priorities while managing to deadlines.

Qualifications and Experience Preferred:

  • Previous Airport construction experience.
  • 5 years of leadership experience managing technical staff of 5+.
  • Experience working with City and County of San Francisco.
  • Has worked on multi-billion-dollar projects or programs.
  • AACE certification
  • Advanced degree

The salary range for this position is $155,000 - $195,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
