ATU Foreworker II (Grade 821)

Hourly Rate: $45.43 (Step 1) - $53.44 (Step 4)

Who May Apply

All current BART employees

ATU, Section 44.12C - (Part-Time Train Operators or Station Agents shall not be promoted directly to a Foreworker position within the ATU bargaining unit).

Current Assignment

Under general supervision, plans, directs and reviews the work of a shift of rail/station operations staff; act as a secondary tower foreworker or a terminal zone foreworker; performs related work as assigned.

Selection Process

This position is represented by the Amalgamated Transit Union (ATU). Applications will be screened to assure that minimum qualifications are met. Those applicants who meet minimum qualifications will then be referred to the hiring department for the completion of further selection processes.

The selection process for this position may include a skills/performance demonstration, a written examination, and/or an individual or panel interview.

The successful candidate must have an employment history demonstrating reliability and dependability; provide copies of certificates, diplomas or other documents as required by law, including those establishing his/her right to work in the U. S.; pass a pre-employment medical examination which includes a drug and alcohol screen, and which is specific to the essential job functions and requirements. Pre-employment processing will also include a background check. (Does not apply to current full-time District employees unless specific job requires additional evaluations)

The selection process for this position will be in accordance with the applicable collective bargaining agreement, including consideration of seniority as appropriate.

Examples of Duties

  1. Assigns, directs and instructs Train Operators, Station Agents and Operations Foreworkers in the daily performance of their work;

  2. Monitors and controls on-rail vehicle movement within a specific yard area;

  3. Assists in coordinating on-site or remote activities during emergency or unusual incident situations;

  4. Investigates and resolves grievances;

  5. Interviews and recommends selection of new employees;

  6. Enforces and applies District and departmental policies, rules, practices, and procedures; and

  7. Maintains logs and records and prepares reports of work performed.
Minimum Qualifications

Graduation from high school or the equivalent and two years of experience as an Operations Foreworker with the District.

NOTE: Applicants must be currently employed as an Operations Foreworker with the District.

Other Requirements:

  • Must possess a valid California driver's license and have a satisfactory driving record.
  • Must be willing to work off-hours shifts, weekends and holidays, and be subject to overtime.
  • Must obtain and maintain required levels of District operational certifications.

In addition, candidates who meet the minimum qualifications will be evaluated by the Foreworker Joint Evaluation Committee (JEC) using the following criteria:

Attendance:

No more than six (6) days or three (3) sick incidents in the previous 12 months from the time of evaluation.

Discipline:

No currently active sustained discipline in the employee's file. This includes Oral Reminders, Written Reminders and Decision-Making Leaves (DML).


Knowledge and Skills

Knowledge of:

  • Transit operational principles, rules, regulations, procedures, and methods;
  • Basic supervisory principles, including work assignment, instruction and review, and employee discipline and motivation;
  • Principles and practices of safety in transit vehicle operations and the movement of transit vehicles;
  • Rail and station operations equipment;
  • Procedures and requirements for record keeping and reporting.

Skill/Ability in:

  • Planning, assigning, directing, and coordinating the work of operational staff;
  • Instructing staff on work and safety procedures;
  • Analyzing operational problems, evaluating alternatives, recommending solutions, and implementing recommendations;
  • Preparing and maintaining accurate operational logs, records, reports, and other written communication;
  • Reading and interpreting operational policies and procedures;
  • Communicating clearly and effectively;
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
