Job Description/Essential Functions:

LVL 3 Civil Engineering - This position supports our civil engineering clients with technical support and applies knowledge of plumbing engineering technology for facility project management under the direction of the customer facility staff for project management of new construction and existing facility plumbing modernization and preventative maintenance. The candidate will apply a variety of plumbing engineering technical support to plan for future facility requirements, design, review, document, report and oversee the construction sites for the assigned facility projects from inception to completion and plan/track the operational upkeep of the facilities.

Responsibilities:

  • Support the project management life-cycle with an emphasis on plumbing engineering for small to large scale government facility projects that includes the modernization of existing facilities and the new construction for office, hangar, bunker and other client facilities
  • Perform a variety of project management support assignments for facility projects; assist facility engineers and operations staff in the development of plumbing requirements, specifications and scope, estimate resources and cost; perform analysis; coordinate schedules and site access for vendors, escort and oversee site construction
  • Evaluate water pumps, high pressure pumps, motor belts, pump motors, gaskets, seals, flow meters pipe headworks, compressors, pipe headers
  • Monitor alarms, fire suppression systems, water valves and actuators
  • Read pump performance curves and approve plumbing submittals
  • Develop facility cost estimates using 4Clicks data base for facilities construction cost, facilities maintenance and repair cost, interior cost and potential change order
  • Directly interface with the customer at all levels from requirements gathering to final design and acceptance of facility build
  • Conduct site surveys; verify facility as-built specifications and drawings; perform punch list inspections for facility final acceptance
  • conducts proper inventory and assessment of the base facility infrastructure; accurately record the information from performing inventory/assessment of facilities in the BUILDER database.
  • Coordinate project requirements with Architects, Engineers, Subcontractors and Field Construction; support implementation of schedules and access to construction sites
  • Review drawings and construction plans supplied by vendors, clients and engineers and architects and recommend necessary changes
  • Assist to ensure that plans, reports, calculations, etc. are in compliance with all relevant building codes and project standards
  • Oversee construction projects on-site and perform inspections to verify adherence to drawings and specifications; verify adherence to safety regulations; report discrepancies to contracting officer
  • PERFORM ANALYSIS AND SUPPORT, TRACKING FINANCIAL COMMITMENTS/OBLIGATIONS, UPDATE SCHEDULES AND SCHEDULING, PREPARE PRESENTATIONS, COORDINATE THE DEVELOPMENT OF PLANS AND SPECIFICATIONS; PLAN, COORDINATE AND SCHEDULE POWER OUTAGES, DIG PERMITS AND OTHER CONSTRUCTION ACTIVITIES

Minimum Requirements:

3 to 10 years of experience and a bachelor's or master's degree in the applicable discipline. This skill level typically performs all functional duties independently

or

Bachelor's Degree - 6 years' work experience may be substituted for a bachelor's degree or associate degree plus 4 years' work experience may be substituted for a bachelor's degree.

or

Master's Degree - 12 years' work experience may be substituted for a master's degree or bachelor's degree plus 8 years work experience may be substituted for a master's degree

  • Experience in project management for Civil Engineering is highly desired for the development and implementation of project cost, schedule, performance, and risk analysis/assessment and management plans.
  • A demonstrated ability for analysis and development of project baselines, Statements of Capability, Program Introduction Documents, and briefings, reports, and other tasks required for planning, provisioning, and implementation of flight test requirements.
  • Must have a minimum of an active U.S. SECRET clearance and be subject to a government security investigation.
