Full Hourly Range: Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $29.55 - $51.77/hr. The budgeted salary range that the University reasonably expects to pay for this position is $29.55 - $31.00/hr.

Brief Summary of Job Duties

The Academic Personnel Analyst is responsible for managing academic personnel affairs within the department, overseeing tasks ranging from preparing and critically reviewing academic merit and promotion files to coordinating faculty recruitment processes and administering payroll activities. This role entails interpreting and implementing policies, ensuring compliance with regulations, and providing analytical support to departmental leadership on special projects. With a focus on confidentiality, efficiency, and adherence to Affirmative Action regulations and University policies, the Analyst plays a pivotal role in supporting the department's goals and objectives by facilitating seamless academic operations and decision-making processes.

Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training.
  • 1-3 years of experience organizing and managing events, and/or prioritizing multiple work assignments, meeting deadlines, and exercising adaptability to changing priorities.
  • 1-3 years of experience using personal computers and various software such as word processing, spreadsheets, email, and Microsoft Office software.
  • Excellent verbal and written communication skills, active listening, critical thinking, multi-tasking and time management skills.
  • Interpersonal and work leadership skills to provide guidance to non-exempt personnel and students.
  • Discrete management of sensitive and confidential personnel information.
  • Interpersonal and mentoring skills to educate and facilitate interactions with faculty about their own personnel actions and their roles on their colleagues' personnel actions.

Preferred Qualifications

  • 1-3 years general human resources or academic personnel.
  • Thorough knowledge of campus administrative procedures and processes.

Job Functions and Percentages of Time:

50% Academic Personnel

As advisor to the Chair and MSO is responsible for the preparation and critical review of academic merit and promotion files, appointment and reappointments, and excellence reviews for Senate faculty, Lecturers, Academic Coordinator, Researchers, Specialist, and Project Scientists. Determines methods and procedures at the department level to assure confidentiality and to ensure files are effectively presented. Uses independent decision-making and a high degree of independence in coordinating the review process. Responsible for interpreting and informing the Chair and MSO of changes in campus academic personnel policy and procedures. Maintains a broad and functional understanding of academic personnel policies and procedures to provide oversight and continuity of the academic personnel program for rotating Chairs and Vice Chairs. Review departmental procedures to ensure compliance with campus regulations and policies regarding academic personnel. Organizes evidence necessary for the reviewing committees and reconciles all evidence in the case prior to submission to the Administration to ensure consistency as well as continuity between previous year's submissions. Ensures all procedural safeguards have been followed and documented. In conjunction with the Department Chair and MSO, establishes yearly merit and promotion case calendar and facilitates adherence to the established schedule. Is the departmental liaison with the Dean's Office and Academic Personnel on all academic personnel matters and works with those offices to resolve policy interpretations on a case-by-case basis. Maintains sensitive, confidential, and non-confidential faculty personnel files. Keeps database on faculty leave credits, informs faculty of leave eligibility, and prepares and processes all leave paperwork. Responsible for understanding, implementing, and conforming to all OISS policies and procedures as they relate to tenure track and temporary academic positions. Ensuring that appointments conform to visa-related issues as necessary. Maintains in-depth knowledge of complex International Scholars Visa requirements and their dependency on academic personnel policies and procedures and recommends appropriate courses of action that conform to policy. Responsible for collecting and reviewing annual faculty reports on "Outside Professional Activities" as mandated by APM 025. Tracks notable faculty awards and other distinguished honors for reporting to the Chancellor's Office and Dean's Office for the annual faculty recognition ceremony. Processes Adjunct Professor, Recall Professor, and other academic appointments. Advises faculty on all matters concerning academic personnel on campus including various leaves, payroll, and policy.

30% Academic Recruitment

Provides guidance to the Department Chair and the Faculty Recruitment Committee regarding all stages of the faculty recruitment process. Strict confidentiality is mandated in this area of responsibility. Additionally, diplomacy and discretion are required when dealing with applicants. Responsibilities include policy interpretation; coordination and implementation of the academic recruitment process for ladder-rank faculty positions and recruitment of temporary academic appointments for lecturers. Prepares and submits advertisements and advertising plans to administrative agencies. Establishes and maintains application files and correspondence with applicants and their referees, informing applicants of the status of their applications. Ensures compliance with Affirmative Action regulations and University policies on confidentiality and the use of extramural evaluations. Contacts the finalists and coordinates all facets of their campus visits, requiring discretion to be sensitive to their needs and answer questions regarding the department, while avoiding divulging confidential search committee discussions. Attends departmental meetings regarding recruitment, records motions, and monitors the ballot process. Organizes the evidence necessary to support departmental recommendations and prepares files for submission to the Administration. For applicants invited to campus for an interview, the academic personnel analyst must interpret policy and ensure compliance while coordinating travel arrangements, establishing the visitor's schedule, and overseeing the processing of travel reimbursements. The final level of recruiting involves acting as a liaison between faculty candidates and the department chair; drafting the appointment recommendation letter; gathering and analyzing statistics to develop the Affirmative Action/diversity Report; and ensuring compliance with diversity goals.

5% UCPath - Personnel Payroll System

Responsible for hiring all ladder and temporary faculty, maintaining their appointments, and making changes as approved by Academic Personnel. Responsible for tracking and processing additional compensation and summer salary from all funding sources.

15% Special Project Support

Provides comprehensive analytical support to the Department Chair, Vice Chair, and MSO, managing a diverse array of projects within tight deadlines. Tasks include gathering current and historical data, benchmarking practices with other departments and universities, and executing various special projects. Prepares detailed spreadsheets, graphs, and reports for the Department Chair and drafts documents for their review. Conducts thorough research, compiles findings, and synthesizes information efficiently. Takes ownership of special projects, overseeing them from inception to completion. Responsibilities encompass data analysis, document drafting, and proposing recommendations to the Chair. Ensures seamless coordination of projects by tracking correspondence, action items, and progress, and provides timely updates while effectively communicating results to the Department Chair.
