SUMMARY OF DUTIES:
The Senior Manager, Work Planning is responsible for leading and managing initiatives that support long-range work planning across Amtrak's portfolio of capital projects to ensure project readiness and promote effective and efficient project delivery. This position will support the development of an implementation action plan for accomplishing Amtrak's scope of work identified in the NEC Commission's CONNECT NEC plan. It will also lead Amtrak's engagement in the CONNECT NEC planning process and ensure alignment between Commission plans and internal Amtrak plans. This position will support the Director in organizational change management efforts necessary to accomplish the objectives of the department's new Project Services organization. This role requires strong data analysis skills, including proficiency in Power BI, experience with data sources, report and dashboard design, data transformation and modeling.

ESSENTIAL FUNCTIONS:

  • Lead and manage complex, strategic initiatives that support long-range work planning (e.g., outage, workforce, and equipment planning and resource allocation) across Amtrak's portfolio of capital projects.
  • Support organizational change management efforts necessary to accomplish the objectives of the department's new Project Services organization. Support development of a RACI Matrix outlining work planning roles and responsibilities across departments.
  • Promote collaborative working relationships with internal stakeholders (e.g., Service Delivery & Operations Dept., Strategy & Planning Dept., Finance Dept.) and external stakeholders (e.g., FRA, NEC state and commuter rail partners, NEC Commission staff).
  • Lead Amtrak's engagement in the NEC Commission's CONNECT NEC planning process and ensure alignment between Commission plans and internal Amtrak plans.
  • Manage consultant team(s) supporting development of implementation action plan for accomplishing Amtrak's scope of work identified in the NEC Commission's CONNECT NEC plan. Ensure adherence to scope, schedule, and budget for consultant contract(s); manage all issues and risks affecting the project; establish effective communication protocols for conveying project status to stakeholders.
  • Establish and implement resource allocation guidelines in coordination with relevant internal departments and ensure adherence to guidelines in resource allocation decisions.
  • Design Reports and Dashboards in Power BI. The candidate should have a strong understanding of data visualization best practices and the ability to create intuitive and user-friendly visualizations that convey insights effectively.
  • Analyze challenges, problems, and process breakdowns to ensure that lessons learned are used to improve work planning and project delivery practices; identify efficiencies and present recommended improvement opportunities to various levels of management.
  • Prepare request for proposals (RFPs) to obtain consultant support for department-led initiatives and projects as needed.
  • Effectively contribute to a safe and secure work environment for employees and travel experience for customers; demonstrate necessary leadership to support a zero incident and injury culture within Amtrak.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in Transportation Planning, Public Administration, Public Policy, Business, Engineering, or a closely related field. A combination of education and experience will be considered.


Advanced knowledge of:

  • Principles and practices of project management; capital planning and reporting; work planning (for capital construction projects); and project delivery.
  • Microsoft Office suite, including word, high proficiency in Excel and Power Point; familiarity with Microsoft Project, Primavera P6 and Visio.

  • Understand, interpret, and apply applicable laws, rules, regulations, policies, procedures, budgets, contracts, and labor/management agreements.
  • Proficiency in Power BI, including the ability to create, manipulate, and visualize data using Power BI Desktop and Power BI Service. The candidate should be familiar with various Power BI features, such as data modeling, DAX calculations, data visualization, and report/dashboard design.
  • Strong analytical skills and the ability to interpret and analyze data effectively using Power BI. The candidate should be able to understand business requirements, translate them into data models and visualizations, and derive meaningful insights and recommendations from the data.
  • Experience connecting Power BI to various data sources, including databases (e.g., SQL Server, Oracle, MySQL), Excel files, SharePoint lists, cloud services (e.g., Azure, AWS), and other sources of structured and unstructured data.
  • Knowledge of data transformation techniques, such as data cleaning, shaping, and modeling, using Power Query Editor and Power Pivot. The candidate should be able to prepare and transform data for analysis and reporting purposes effectively.

PREFERRED QUALIFICATIONS:

  • 11+ years of experience in project management and/or transportation planning with an emphasis on management and oversight of complex, strategic initiatives and projects.
  • Advanced knowledge of:
  • Amtrak's operations, mission, goals, and business lines.
  • Theories, principles, and practices of passenger railroad systems design, construction, operations, and maintenance.
  • Railroad basic infrastructure and components, including track, structures, communications, signals, and electric traction systems.

Experience with and understanding of key stakeholders:

  • U.S. Department of Transportation / Federal Railroad Administration
  • NEC Commission organization and membership
  • Relevant Congressional Committees and their membership
  • State and local governments
  • Commuter railroads
  • Freight railroads

WORK ENVIRONMENT:
Willingness to travel approximately 25% based on business requirements

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is $135,800-$176,040. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
